Exceptional Children Services (ECS) is one of eleven Special Education Cooperatives in the Commonwealth of Kentucky and is a member the Special Education Cooperative Network. The cooperatives are funded by State-Share-Restricted-Funds from the Kentucky Department of Education, Division of Exceptional Children Services (KDE DECS). Together, the eleven Special Education Cooperatives provide services to every public school district in Kentucky. The mission of Kentucky’s Special Educational Cooperatives is to enhance the educational opportunities and outcomes of students by providing effective leadership and delivering specialized services in partnership with the Kentucky Department of Education, local school districts, institutes of higher education, and other service providers.
