The Tulare County Organization for Vocational Education (TCOVE) is a Joint Powers Regional Occupation Program (ROP) that operates in all eleven high schools and unified school districts within Tulare County. The organization of TCOVE ROP was formalized by the creation of a Joint Powers Agreement (JPA) and has operated as one of 73 ROP’s statewide sense inception in 1969.
