The Black Hawk Area Special Education District (BHASED) is a special education joint agreement between fourteen local school districts in the Illinois counties of Henry, Mercer and Rock Island. We cover approximately 1600 square miles and serve parents and school staff that work with approximately 38,000 public, private and parochial school students.
